Restricts access to pleadings in dissolution of marriage, legal separation, and modification proceedings filed before August 28, 2009 to parties, attorneys of record, family support division, licensed persons under chapter 381, and court order, while requiring redaction of Social Security numbers from publicly released copies unless court orders otherwise.

Requires child support or maintenance liens to state only the last four digits of the obligor's Social Security number, the obligor's name, last known address, date of birth if known, and amount due and unpaid.

Requires notices of garnishment and writs of sequestration to contain only the last four digits of the federal taxpayer identification number when available and shields garnishees from liability for withholding from incorrect debtors when the identification number is omitted or incorrect.

Declares the repeal and reenactment of section 452.430 an emergency measure effective upon passage and approval to protect public health, welfare, peace, and safety.
