Creates the "Missouri Soil Enrichment Initiative" under section 260.251 of Missouri law requiring the Missouri Department of Natural Resources to maintain a publicly accessible registry of composting facilities by location.

Requires composting facilities in operation by August 28, 2010, to register within 60 days; new facilities must register before accepting or composting organic material, with annual renewal registrations required.

Imposes annual fees on registered facilities based on combined acreage: $500 for less than 5 acres, $1,000 for 5-10 acres, and $2,500 for 10 or more acres; exempts facilities owned or operated by political subdivisions.

Requires registered facilities to file annual reports documenting organic material received, compost sold, and confirmation that operations prevent nuisances and minimize anaerobic conditions.

Exempts agricultural composting facilities and residential composting facilities where the end product is for personal use; directs all collected fees to the solid waste management fund.
