Increases the population threshold for eligible counties from less than 6,000 to less than 10,000 inhabitants according to the most recent decennial census.

Applies to third classification counties without township form of government that may levy a tax not exceeding one dollar per acre on agricultural and horticultural property.

Requires tax revenue be deposited in the "Special Road Rock Fund" and used solely for purchasing road rock placed on county roads within the county.

Mandates voter approval through ballot submission before the county governing body can implement the tax.

Allows rejected proposals to be resubmitted to voters at future elections permitted under section 115.123, RSMo.
