Repeals sections 210.484, 210.484, and 210.486 of Missouri Revised Statutes and replaces them with revised sections 210.481 and 210.486 relating to child care facility licensing.

Transfers licensing authority for residential care facilities from the Department of Health and Senior Services to the Children's Division of the Department of Social Services.

Defines "foster family group home" as a private residence caring for 7-12 children with at least one parent not employed outside the home, distinguishing it from standard foster homes that care for fewer than 7 children.

Requires all foster homes, foster family group homes, residential care facilities, and child placing agencies to obtain a valid license from the division before operating.

Establishes licensing procedures including investigation requirements, 30-day application processing deadline, 2-year license validity period, and provisional licenses valid for up to 6 months for facilities not yet meeting full requirements.
