Recognizes the Study Missouri Consortium, established collaboratively by Missouri public and independent institutions of higher education and the Missouri Department of Higher Education, to foster international experiences and cross-cultural competence

Notes that international students and their families contributed an estimated $270 million to Missouri's economy in 2008-2009

Emphasizes that foreign language instruction, study abroad programs, and faculty exchange are critical to preparing graduates with cross-cultural skills for the global workforce and to national security interests

Directs the Secretary of the Senate to prepare inscribed copies of the resolution for each institution of higher education in Missouri
