Affirms that Missouri's people retain sovereignty over all powers not delegated to the federal government by the U.S. Constitution under the Tenth Amendment

Declares that Missouri is not bound by unlimited submission to federal government authority and that the federal government is the agent of the states for only enumerated purposes

Characterizes numerous federal actions under both Democratic and Republican administrations as infractions on state sovereignty that may violate the Constitution

Directs the Missouri Senate Secretary to send inscribed copies of the resolution to the President, President of the Senate, Speaker of the House, and Missouri's congressional delegation as notice to cease federal activities outside constitutional scope
