Repeals and voids Missouri's 1983 Senate Concurrent Resolution No. 3, which called for a constitutional convention limited to proposing a balanced federal budget amendment

Rescinds all existing Missouri applications to Congress for any constitutional convention under Article V, whether general or limited in scope

Urges all other states that have applied for constitutional conventions to likewise repeal and rescind their applications

Expresses concern that a constitutional convention could propose sweeping changes beyond its stated purpose, citing warnings from former Supreme Court Justices Warren E. Burger and Arthur J. Goldberg

Directs the Secretary of the Senate to send copies of this resolution to Congress leadership, federal agencies, Missouri's congressional delegation, and all state legislatures
