Establishes a Joint Interim Committee on Oversight of Federal Stimulus and Stabilization Funds to oversee Missouri's approximately $4 billion allocation from the American Recovery and Reinvestment Act of 2009

Committee charges include ensuring federal stimulus and stabilization dollars are used in accordance with Missouri law and in an efficient, effective manner, and determining proper future legislative and budgetary action regarding fund utilization

Committee composition consists of 10 members: three majority and two minority party members from the Senate appointed by the President Pro Tem, and three majority and two minority party members from the House appointed by the Speaker

Committee authorized to function during the legislative interim from the Second Regular Session of the 95th General Assembly through January 15, 2011, of the First Regular Session of the 96th General Assembly

Committee expenses and staffing services from Senate Appropriations, Senate Research, House Appropriations, House Research, and the Joint Committee on Legislative Research shall be paid by the Joint Contingent Fund
