Authorizes employment of an independent certified public accountant or accounting firm to audit the State Auditor's office accounts, functions, programs, and management pursuant to Section 21.760 of Missouri Revised Statutes

Requires audit examination to follow generally accepted auditing standards with comprehensive review of books, records, and underlying data and documents

Mandates the independent accountant submit a written report of findings and conclusions to all General Assembly members, the Governor, and the State Auditor

Directs payment of audit costs from the joint contingent fund of the General Assembly

Requires the Commissioner of Administration to bid the auditing services pursuant to state purchasing laws and instructs the Senate Secretary to provide a properly inscribed copy of the resolution to the Commissioner
