Requests the President and Congress create jobs and enact fiscal relief for state and local governments to address economic conditions in Missouri.

Cites 62,600 payroll positions cut in Missouri in 2009 and unemployment rate growth from 7.1% to 9.6% between December 2008 and December 2009.

Notes Missouri's projected budget gap of $1.2 billion for fiscal year 2012 and revenue drops of approximately 15% from 2008 to 2010.

Recommends any job creation plan include extending federal Medicaid match increases, additional education support, infrastructure and public transportation funding, long-term unemployment assistance, and direct financial assistance to state and local governments.

Directs the Secretary of the Missouri Senate to send copies of the resolution to the President, congressional leaders, and Missouri's congressional delegation.
