Expresses Missouri General Assembly opposition to the Missouri River Authorized Purposes Study authorized by the Omnibus Appropriations Act of 2009 at a cost of $25,000,000.

Urges Missouri's Congressional delegation to actively oppose future funding for the study and requests the Army Corps of Engineers narrow the study's scope to align with Congressional authority.

Asserts that navigation and flood control are the two dominant authorized purposes of the Missouri River under the Flood Control Act of 1944, and opposes any alteration of these primary purposes.

Requests the Army Corps of Engineers include Mississippi River navigation in any evaluation of authorized purposes, given that the Missouri River provides over 60 percent of the water flowing through St. Louis to the Gulf of Mexico.

Directs the Missouri Senate Secretary to distribute copies of this resolution to the Army Corps of Engineers and Missouri's Congressional delegation.
