Urges the Department of Natural Resources to expeditiously issue Prevention of Significant Deterioration permits for new coal-fired electric generating units to support the state's electric power needs.

Requests consideration of commercially available advanced coal technologies, including super-critical pulverized coal and ultra super-critical pulverized coal, as potential Best Available Control Technology.

Emphasizes that these advanced coal technologies are designed to maximize efficiency and reduce emissions while being compatible with future carbon capture and sequestration systems.

Clarifies that the resolution does not amend any state or federal law applicable to the PSD permitting process and must be interpreted consistent with all legal requirements.

Directs the Missouri Senate Secretary to transmit copies of the resolution to Governor Jay Nixon and the Director of the Department of Natural Resources.
