Repeals section 30(b) of article IV of the Missouri Constitution and replaces it with two new sections (30(b) and 30(e)) to authorize toll facility financing and operation.

Excludes tolls, fees, rents, and revenue from toll facilities and toll facility bonds from the state road fund, allowing these revenues to be kept separate for toll project purposes.

Authorizes the highways and transportation commission to finance, construct, maintain, and operate state toll facilities within Missouri, across state borders, and across boundary rivers, with general assembly approval.

Allows the commission to fix and collect tolls, issue toll facility revenue bonds without other state agency consent, and enter contracts with federal/state agencies and private entities for toll facility operations.

Exempts toll facility revenue bonds, tolls, and related revenues from being counted as "total state revenues" or "expenses of state government" under the state constitution's revenue and spending limitations.
