Repeals section 3 of article X of the Missouri Constitution and replaces it with a new section authorizing creation of show-me small business districts

Allows the general assembly to create discrete tax-free or reduced-tax geographic districts by general law to promote small business development and economic development

Limits tax-favored status in any show-me small business district to a maximum term of twenty-three years

Submitted to Missouri voters for adoption or rejection at the general election on Tuesday following the first Monday in November 2010, or at a special election called by the governor
