Submits constitutional amendment to Missouri voters at the November 2010 general election repealing and replacing section 2 of article XIII of the Missouri Constitution.

Allows the general assembly to authorize counties, cities, and other political subdivisions to provide or contract for health insurance benefits including hospital, surgical, medical, optical, chiropractic, and dental coverage for officers, employees, and their dependents.

Prohibits any political subdivision that participates in or contracts for health insurance through a public health insurance option from receiving any state funds, including constitutionally dedicated state funds.

Requires political subdivisions providing health insurance to verify annually with the commissioner of the office of administration whether they use a public health insurance option, with notification required within thirty days of any decision to participate.

Defines "public health insurance option" as a government-funded health plan created by the federal government on or after October 1, 2009, designed to compete with privately owned health insurance companies.
