Submits to Missouri voters a constitutional amendment adding Section 35 to Article I, to be voted on at the general election in November 2010 or at a special election called by the governor.

Prohibits laws or rules from compelling any person, employer, or health care provider to participate in any health care system, directly or indirectly.

Allows persons and employers to pay directly for lawful health care services without penalties or fines, and allows health care providers to accept such direct payments without penalties or fines.

Permits the purchase or sale of health insurance in private health care systems subject to reasonable and necessary rules that do not substantially limit a person's options.

Clarifies that the amendment does not affect required health care services, which services are permitted by law, workers' compensation, existing laws as of January 1, 2010, or health care system terms that do not punish direct payment for services.
