Repeals current section 3 of article XIII of the Missouri Constitution and replaces it with two new sections relating to judicial salaries and compensation for elected officials.

Creates the Missouri Citizens' Commission on Compensation for Elected Officials composed of randomly selected voters, a retired judge, and 12 governor-appointed members to review and set compensation biennially for state officials and general assembly members.

Removes judges (except municipal judges) from the compensation commission process, instead establishing fixed judicial salaries beginning January 1, 2011 based on percentages of federal judge salaries: Supreme Court judges at 75% of U.S. Supreme Court associate justice salary, Court of Appeals judges at 75% of U.S. circuit judge salary, and circuit/associate circuit judges at 75% of U.S. District Court judge salary.

Requires the compensation commission to hold at least four public hearings in different geographical locations before filing any compensation schedule, with all meetings and records open to public inspection.

Allows the general assembly to disapprove compensation schedules by concurrent resolution with a two-thirds majority vote before February 1 following the schedule filing, and permits compensation schedules to be subject to voter referendum.
