Repeals and replaces Section 5, Article I of the Missouri Constitution to expand religious freedom protections effective at the November 2, 2010 general election or special election called by the governor

Guarantees all persons the right to worship according to their conscience without state establishment of official religion or coercion into religious activities

Ensures citizens, elected officials, and employees may pray and express religious beliefs on government premises and public property under the same free speech parameters as other speech

Protects students' right to free exercise of religious expression in schools provided it is private, voluntary, non-disruptive, and allows students to refuse academic assignments violating their religious beliefs

Requires all free public schools receiving state appropriation to display the text of the U.S. Bill of Rights in a conspicuous manner
