Adds Section 54 to Article IV of the Missouri Constitution to authorize the attorney general to seek relief on behalf of the state to preserve state sovereignty against federal government actions.

Attorney general may initiate action at his or her discretion or when directed by executive order of the governor, concurrent resolution of the general assembly, or a voter petition regarding federal actions outside Congress's enumerated powers.

Allows citizens to direct the attorney general through initiative petitions signed by 8 percent of legal voters in each of two-thirds of Missouri's congressional districts.

Requires initiative petitions to be filed with the secretary of state at least six months before an election and must specify the particular federal action for which relief is sought.

Petition-directed actions require approval by a majority vote of those voting on the measure.
