Moves the automatic adjournment deadline of the general assembly from May 30th to April 15th of each year

Changes the bill introduction and passage deadlines from the second Monday in May to the third Monday in March

Reduces the legislative day limit for non-appropriation bills from 60 days to 30 days, unless approved by a majority of both houses or requested by the governor

Requires appropriation bills to be considered before 6:00 p.m. on the first Friday following the second Monday in March instead of the first Friday following the first Monday in May

Allows committees to meet during the interim period between April 15th and the start of the next session in January to perform necessary legislative functions
