Reduces state board of education lay members from eight to six members appointed by the governor with senate consent.

Adds three new voting members: one active classroom teacher, one active building principal, and one active school superintendent, all appointed by the governor with senate consent.

Limits the three professional educator members to one four-year term only, with initial appointees serving staggered terms of one to four years respectively.

Changes lay member term limits from eight years to four years with one reappointment possible, replacing the previous staggered initial term structure.

Reduces the political party balance requirement from no more than four lay members to no more than three lay members of the same political party.
