Submits to Missouri voters a constitutional amendment to add Section 35 to Article I, establishing the right to vote by secret ballot as fundamental.

Guarantees secret ballot voting in all elections for public office and public votes on initiatives or referenda required by state or federal law.

Extends secret ballot protection to designations or authorizations of employee representation required by state or federal law.

Scheduled for voter approval at the general election on November 2, 2010, or at a special election called by the governor.

Estimated to have no costs or savings to state or local government entities.
