Appropriates $20,004 to the Board of Fund Commissioners for annual fees, arbitrage rebate, refunding, defeasance, and related expenses for state bonds, funded from General Revenue Fund ($20,002) and Bond Proceeds Funds ($2).

Transfers $25,986,482 from General Revenue Fund to Fourth State Building Bond and Interest Fund for outstanding general obligations.

Appropriates $17,274,357 from Fourth State Building Bond and Interest Fund for payment of interest and sinking fund requirements on fourth state building bonds.

Transfers $39,785,764 to Water Pollution Control Bond and Interest Fund ($37,754,960 from General Revenue Fund and $2,030,804 from Water and Wastewater Loan Revolving Fund) for outstanding general obligations and appropriates $49,315,339 for interest and sinking fund requirements on water pollution control bonds.

Transfers $5,956,100 to Stormwater Control Bond and Interest Fund and $5,618,100 to Third State Building Bond Interest and Sinking Fund from General Revenue Fund; appropriates $3,932,450 and $5,560,632 respectively for interest and sinking fund requirements on those bonds for fiscal year July 1, 2011 through June 30, 2012.
