Removes the Missouri Senior Cadets Program requiring high school mentors to work 10+ hours weekly with younger students in exchange for college tuition reimbursement and elective credit.

Repeals the Elementary and Secondary School District Enrollment Option Act provisions governing open enrollment between districts, including student transfer procedures and eligibility standards.

Eliminates administrative structures including the Missouri Advisory Council of Certification for Educators, Administrator Assessment Center, Missouri Teacher Corps program, and various vocational education committees and sheltered workshop payment systems.
