Removes requirement that high school equivalency examinations be offered at least twice each year; allows the Department of Elementary and Secondary Education to determine examination frequency and locations.

Changes gifted education program application process from requiring submission by July 15th annually to allowing the department to prescribe the application format and submission timeline.

Replaces the term "handicapped" with "disabled" when referring to children in the severely disabled education program.

Transfers appointment authority for advisory boards of the Missouri School for the Deaf and Missouri School for the Blind from the governor (with senate consent) to the commissioner of education.

Changes advisory board meeting frequency from bimonthly to at least two times per year; eliminates the $100 annual salary for board members but allows recovery of actual expenses.
