Establishes a Joint Committee on Renewable Technology and Industrial Onsite Energy Generation for the period between the first regular session of the 96th General Assembly and the second regular session of the 97th General Assembly

Committee composed of 10 members: 5 from the Senate (3 appointed by president pro tem, 2 by minority leader) and 5 from the House (3 appointed by speaker, 2 by minority leader), with other legislators able to participate as nonvoting ex officio members

Committee must meet within 30 days to select a chairperson and vice chairperson (one from each chamber) and may meet outside Jefferson City as needed

Committee must submit a final report with legislative recommendations to the Speaker, President Pro Tem, and Governor by December 31, 2012

Report shall study renewable technology advancements (battery storage, smart grids, electric vehicles), modular nuclear technology, thorium fuel research, combined heat and power systems, onsite energy generation capacity, and potential pilot modular nuclear generator consortium
