Creates new license for wine shops to sell wine tastings by the glass on Sundays between 10:00 a.m. and 10:00 p.m., with an annual fee of $200, provided at least 50 percent of total sales are from package sales.

Establishes special permits for licensed premises in home rule cities with more than 400,000 inhabitants to sell intoxicating liquor from 6:00 a.m. to 3:00 a.m., limited to six permits per calendar year at $50 per permit.

Permits wineries, distillers, manufacturers, wholesalers, and brewers to provide product samples for tasting at retail premises and temporary events without sales transactions, with sampling service employees required to complete approved server training.

Expands temporary permits and special licenses for caterers to serve intoxicating liquor at off-premises events, including packaged liquor sales, with fees of $10 per day for temporary permits or $500-$1,000 annually for special licenses.

Authorizes tax-exempt organizations and temporary licensed premises to receive alcoholic beverage samples for customer tasting purposes with retailer permission.
