Repeals and replaces section 143.191 of Missouri law regarding income tax withholding from employee wages.

Creates the "Middle Class Reinvestment Fund" as a dedicated fund in the state treasury to receive voluntary withholding deposits from eligible employees.

Allows employees with household income between $20,000 and $100,000 to direct either 100% or 80% of amounts withheld for dependency exemptions to be deposited in the Middle Class Reinvestment Fund instead of general revenue.

Permits taxpayers contributing to the fund to request disbursements to pay tuition costs for their special needs children at private schools offering special needs education services, with fund amounts covering costs the taxpayer cannot afford.

Establishes a governor-appointed board to oversee the fund, promote participation, educate the public, and provide annual reports to participating taxpayers.
