Defines "distressed municipality" as any city, town, or village in a charter county with over one million inhabitants that is classified as "Group B" under existing municipal revenue law.

Requires distressed municipalities to provide nine minimum services: emergency 911 telephone service, 24/7 armed law enforcement, pursuit and use-of-force policies, injured officer benefits, construction code enforcement, adequate road maintenance, weekly refuse and recycling collection, balanced annual budgets, and annual financial audits by certified public accountants.

Authorizes the county governing body to petition the court to withhold Group B sales tax revenue distributions to a noncompliant distressed municipality until it develops and adopts a compliance plan.

Allows the county to petition the court for authority to administer the Group B sales tax revenues on behalf of a noncompliant municipality and use those funds directly to provide the required services.
