Requires telecommunications carriers to provide call location information to law enforcement upon request during emergency situations involving danger of death or serious physical injury

Applies to all telecommunications services, including wireless telecommunications, when needed to respond to emergency service calls or provide caller location information ("ping locate")

Protects telecommunications carriers, their officers, employees, and agents from civil lawsuits for providing location information or assistance to law enforcement in accordance with this section

Authorizes disclosure of emergency-related communications without requiring advance delay when necessary to protect against imminent harm
