Repeals and reenacts section 483.015, RSMo, regarding the appointment and election of circuit clerks in Missouri.

Removes language allowing circuit clerks in the city of St. Louis to be elected by voters, restricting their election to county voters only.

Creates a new subsection establishing that circuit clerks in the twenty-second judicial circuit shall be appointed by a majority of the circuit judges and associate circuit judges, en banc.

Allows elected circuit clerks in the twenty-second judicial circuit serving on the bill's effective date to continue their terms for the remainder of their elected terms.

Permits appointed circuit clerks in the twenty-second judicial circuit to be removed for cause by a majority of circuit and associate circuit judges in accordance with supreme court administrative rules.
