Requires special elections to fill vacancies in the offices of lieutenant governor, attorney general, secretary of state, state auditor, and state treasurer, with the governor issuing a writ of election upon notice of a vacancy.

Allows the governor to appoint an individual to hold any of these offices without a special election if the vacancy occurs less than one year before the end of the term.

Requires a special election to fill U.S. Senate vacancies, with the governor appointing a temporary replacement and issuing a writ of election, except when the vacancy occurs less than one year before the end of the term.

Maintains the governor's authority to take charge of vacant offices and superintend their business until a successor is elected and qualified.

Repeals and replaces existing sections 28.190, 29.280, 30.060, 30.070, 30.080, 105.030, 105.040, and 105.050 relating to vacancy procedures for statewide offices.
