Repeals and replaces sections 252.030 and 252.040 of Missouri Revised Statutes regarding wildlife ownership and wild elk management.

Declares that the Department of Conservation holds ownership and title to all wild elk in Missouri, whether resident, migratory, or imported, dead or alive.

Makes the Department of Conservation financially responsible for damage caused by wild elk, including crop and pasture damage, livestock losses from harassment or disease, private property damage, and motor vehicle collision damages.

Permits landowners and lessors to destroy wild elk on their property when the elk have caused damage to such property.

Maintains existing penalty provisions for violations of wildlife laws, with misdemeanor penalties for most violations and infraction penalties for record-keeping violations by licensed fur buyers and dealers.
