Amends Chapter 105, RSMo, to add section 105.940 establishing notification requirements for state employee mass layoffs.

Defines "mass layoff" as termination of at least 50 employees within one month in a single county across multiple state departments, or 50 employees in any single state department.

Requires the state to provide written notice to all affected employees at least 60 days before a mass layoff occurs.

Mandates that the office of administration notify county commissioners and the mayor of the largest city in affected counties at least 45 days before a mass layoff of 50 or more state employees in that county.
