Adds "occupational disease" to the types of injuries covered under workers' compensation liability, alongside accidental injury and death.

Excludes all other legal remedies for employees except those provided by the workers' compensation chapter when injury or death results from accident or occupational disease.

Maintains existing provisions allowing benefit reductions of 25-50% for employee failure to use safety devices or follow employer safety rules, provided the employee had actual knowledge of the rules.

Permits 50% benefit reduction if injury occurs while employee violates workplace drug or alcohol policies; forfeits all benefits if drug or alcohol use is the proximate cause of injury.

Denies workers' compensation benefits for mental injuries from work-related stress unless stress is extraordinary and unusual, with exceptions for firefighters under section 287.067.
