HB 137 Summary

• Repeals section 37.005 RSMo and enacts 25 new sections relating to property transfer authority and state administration operations

• Eliminates the authority of boards of governors/regents at Missouri Western State University, Central Missouri State University, Missouri State University, Missouri Southern State University, Southeast Missouri State University, Northwest Missouri State University, Harris-Stowe State University, and Lincoln University to convey property without legislative authorization; expires August 28, 2014

• Authorizes the Governor to sell or convey state property at multiple correctional centers and mental health facilities including Algoa, Boonville, Western Reception and Diagnostic, Central Missouri, Farmington, Fulton, Maryville, Eastern Reception Diagnostic, Missouri Eastern, South Central, Potosi, Chillicothe, Tipton, Women's Eastern Reception and Diagnostic, and Moberly facilities

• Authorizes the Governor to convey easements (sidewalk, levee, pipeline, drainage) and transfer property to St. Francois County for correctional facility, to Missouri Highways and Transportation Commission, and to other entities as specified in detailed property descriptions

• Declares the act an emergency measure effective upon passage and approval to enable immediate generation of revenue from state property sales
