Repeals and re-enacts section 227.297, RSMo to expand the Heroes Way Interchange Designation Program to include state-numbered highway interchanges in addition to interstate interchanges.

Allows family members (related by marriage, adoption, or blood relation within the second degree) of Missouri residents killed in action in Afghanistan or Iraq on or after September 11, 2001 to apply for interchange designations.

Requires applicants to submit an application form, proof of military death in action from the Missouri Veterans Commission or U.S. Department of Veterans Affairs, a relationship certification, and a fee to cover construction and maintenance costs.

Establishes the Joint Committee on Transportation Oversight as the approval authority for all interchange designation applications and requires public notice of proposals on the department's website and at the principal office.

Limits each interchange to one service member designation, provides for two signs per designation, and establishes a 20-year designation period with option for renewal in additional 20-year increments upon reapplication and payment of required fees.
