Requires any political subdivision, state agency, business organization, or public/private entity receiving appropriated state general revenue funds to publish a newspaper notice listing the name and compensation of each registered lobbyist they employ

Political subdivisions, state agencies, and public entities must also publish the names of organizations they hold membership in and the amount of dues paid

Private associations and business organizations are exempt from disclosing their individual membership lists or their own membership relationships with other entities

Individual recipients of state funds (including tax rebates, salaries, or bond payments) are exempt from these requirements

Failure to publish the required notice carries a civil fine of up to $1,000, with requirements effective for years beginning January 1, 2012 and publication due by December 31 of each year funds were accepted
