Requires the commissioner of administration and state purchasing agents to buy forest products, bricks, or aluminum produced in Missouri unless there is an emergency situation or narrowly tailored, compelling state interest to purchase out-of-state products.

Allows raw materials for these products to be sourced outside Missouri, provided production and refinement for final use is substantially conducted within the state.

Exempts these purchases from price limitations in state purchasing law, though competitive bidding and proposal requirements still apply where consistent with the in-state preference requirement.

Declares Missouri is acting as a market participant for citizen welfare and directs the commissioner of administration to promulgate rules implementing this section.

Makes rulemaking authority subject to chapter 536 review procedures, with rules becoming invalid if the general assembly's constitutional review powers are struck down.
