Repeals and reenacts section 302.173, RSMo, relating to drivers' examinations and licensing requirements

Requires all written and driving tests for driver's licenses to be administered only in English so applicants can demonstrate ability to read English and understand highway traffic signs and safety warnings

Prohibits use of spoken language interpreters for written and driving tests, but permits sign language interpreters for deaf or hard of hearing applicants who are otherwise qualified

Maintains existing provisions regarding examination requirements, waivers for out-of-state licenses, and the delegation of examination authority to highway patrol members

Preserves existing exemptions for active armed forces members, peace corps members, and honorably discharged military personnel from examination requirements upon renewal
