Repeals section 51.050 and enacts three new sections (51.050, 59.021, and 59.022) relating to county officers.

Changes the county commission clerk residency requirement from six months to one year within the county prior to election, and updates gender-specific language to be gender-neutral.

Establishes qualifications for county recorder candidates (where clerk of court and recorder of deeds are separate offices): at least 21 years old, registered voter, and resident of Missouri and the county for at least one year prior to general election.

Requires county recorders to continue residing in their county during their tenure in office.

Allows the county commission to appoint a deputy recorder or qualified person as interim recorder of deeds to fill vacancies caused by death or resignation until the unexpired term is filled under section 105.030.
