Allows first-classification counties with populations between 82,000 and 82,100 to establish a county municipal court by ordinance to prosecute violations of county ordinances related to building codes, on-site sewer treatment, and zoning orders.

County municipal court judges must be appointed by the county commission, licensed to practice law in Missouri, and residents of the county; judges cannot handle cases inconsistent with their judicial duties or serve as judges or prosecutors for other courts.

Authorizes counties to set court costs not exceeding amounts allowed for municipal violations, with costs assessed against defendants found guilty unless they are determined to be indigent.

Requires ordinances to permit defendants to enter pleas and pay fines by telephone, written communication, mail, or electronic transfer without personal appearance.

Establishes appeal rights: if proceedings are not recorded, defendants may request trial de novo; if recorded, final decisions are appealable to the appropriate appellate court; defendants may request jury trials before the county municipal court judge.
