Removes the requirement that water supply district board members serve without pay and establishes a compensation structure allowing attendance fees up to $100 per regularly called or special meeting, with limits of two meetings per calendar month (four in first classification counties).

Provides the board chairperson an additional $50 per meeting attendance fee, limited to two meetings per calendar month, and allows the secretary and treasurer to receive up to $1,000 per year in additional compensation for their respective duties.

Requires all board members to complete training on water treatment and distribution, budgeting and rates, water utility planning, capital improvements funding, financial statements, and Missouri sunshine law before receiving any attendance fees or compensation.

Maintains existing requirements that board members must be district voters, at least 25 years old, residents for one year prior to election, and not delinquent on taxes, with three-year terms.

Establishes that board members who miss three consecutive regular meetings without excuse (after certified mail notification of two consecutive unexcused absences) shall vacate their seat, with vacancies filled by board appointment.
