Establishes that the Coordinating Board shall set appropriate fees to cover the full costs of operating the proprietary school certification program, effective July 1, 2012, with advice from the proprietary school advisory committee.

Sets the annual certification fee prior to July 1, 2012 at $0.001 per dollar of net tuition and fees income, with a maximum of $2,500 and minimum of $250 per school.

Authorizes the Coordinating Board to assess reasonable late fees for schools that fail to submit renewal application materials on time.

Creates the "Proprietary School Certification Fund" to receive all certification and late fees, with revenues dedicated solely to funding the proprietary school certification program and not reverting to general revenue at the end of the biennium.

Establishes that violations of proprietary school certification requirements are unlawful practices subject to enforcement under Missouri's consumer protection law, and operating a school without required certification or bonding is a Class A misdemeanor.
