Repeals sections 188.015, 188.029, and 188.030 and enacts new sections 188.015 and 188.030 relating to abortion restrictions and definitions.

Defines "abortion" as the intentional destruction of an embryo or fetus or intentional termination of pregnancy with intent other than to increase probability of live birth or remove a dead or dying unborn child.

Prohibits abortion of a viable unborn child except when necessary to preserve the pregnant woman's life or when continuation of pregnancy creates serious risk of substantial and irreversible physical impairment of a major bodily function.

Requires physicians performing abortions at 20 weeks or more gestational age to determine viability through medical examinations and tests, and obtain written concurrence from a second independent physician before proceeding with abortion of viable unborn children.

Establishes criminal penalties for violations including Class C felony with minimum one year imprisonment and $10,000-$50,000 fine; allows suspension or revocation of physician licenses and hospital/surgical center licenses for knowing violations.
