Repeals and reenacts section 393.130, RSMo, relating to service rates of electrical corporations and other utility providers

Prohibits the Missouri Public Service Commission from approving any tariff that creates a customer class comprised of only one aluminum smelting facility customer after August 28, 2011

Requires electrical corporations to allocate all costs directly attributable to providing electric power and delivery services to aluminum smelting facilities directly to that facility rather than to residential customers

Declares any charges that do not recover from an aluminum smelting facility the full costs of providing electric power and delivery services to be unjust, unreasonable, unduly discriminatory, and in violation of utility rate provisions
