Modifies compensation for senior judges and commissioners to allow them to voluntarily accept minimum wage instead of their regular daily rate during budget stress situations.

Maintains a floor that senior judges and commissioners receiving reduced compensation must still earn at least 100% of their retired office's annual salary when combined with any other judicial compensation or retirement benefits.

Caps total compensation so senior judges and commissioners cannot receive combined compensation and benefits exceeding the current annual salary of the office from which they retired.

Requires senior judges and commissioners to certify monthly service periods to the state courts administrator and reimburses travel and necessary expenses for out-of-county assignments.

Mandates the judicial conference of Missouri annually report on senior judge and commissioner usage, including number assigned, cases disposed, and expenditures.
