Repeals and re-enacts sections 578.501, 578.502, and 578.503 of Missouri law regarding unlawful funeral picketing, collectively known as "Spc. Edward Lee Myers' Law"

Makes it unlawful to engage in picketing or protest activities from one hour prior to through two hours following the commencement of a funeral

Defines "funeral" as ceremonies and memorial services held in connection with burial or cremation, but excludes funeral processions on public streets or highways

Establishes violation as a class B misdemeanor for first offense and class A misdemeanor for subsequent offenses (each day of violation constitutes a separate offense)

Declares legislative findings that families have a legitimate interest in peacefully and privately mourning deceased relatives while recognizing picketers' constitutional right to free speech
