Prohibits the Department of Revenue from selling or disclosing personal driver record information including name, address, date of birth, Social Security number, driver license number, driving history, photograph, contact information, and medical or disability information.

Allows disclosure of restricted information only if permitted under 18 U.S.C. Sections 2721 to 2725, and prohibits disclosure to business entities except to verify information voluntarily provided by the individual.

Permits individuals to sue the Department of Revenue for unauthorized release of information, with damages capped at $10,000, plus attorney fees, costs, and injunctive relief as the court deems appropriate.

Requires the Department of Revenue to charge only actual processing fees when releasing information under the federal exceptions, not to exceed fees charged for similar requests under chapter 610 (Missouri's public records law).
