Prohibits state representatives and senators from contracting with each other for political fund-raising, campaigning, or consulting services related to any state or federal election.

Adds one-year post-employment lobbying restriction for elected officials and their staff, except when lobbying solely for governmental entities within Missouri.

Requires committee treasurers and deputy treasurers to reside in the district or county where the committee is located and prohibits individuals from simultaneously serving as treasurer or deputy treasurer for multiple committees.

Establishes campaign contribution limits ranging from $500 to $2,000 per person per election depending on office sought, with limits adjusted biennially for inflation starting January 1, 2012.

Requires legislative and senatorial district committees to maintain only one address in their district for receiving contributions and imposes a $1,000 surcharge plus repayment of nonallowable contributions.
